What is the concrete “thing” sticking out into the river that appears it will eventually conceal where the bridge once connected to Civic Center Drive?

That is the beginning of the Town Street Prow. The Prow is technically part of the former Town Street Bridge and will be used as an overlook to create a focal point along the Promenade (as well as a signature terminus for Town Street).
